Correct me if I’m wrong, but it looks like Carson’s HB115 and 116 are entirely about bailing out a dying business that isn’t even in his district.

Nobody (other than Carson, Ennis, Bushweller, Lawson, Bennett, Outten, Spiegelman and Yearick) wants to invest in retail right now. But they want to invest your tax money so it is okay.

Correction: The Mall is in Lumpy’s Lump-ocracy.

That Dover Mall is a dead space. With Christiana Mall 30 minutes north and Rehoboth outlets 40 minutes south, that old mall cannot compete. No exit ramp there will make any difference.

This will target the tax to the locality so Doverites will be eating this facility infrastructure cost.

NCC approved this incremental tax system to bail out the struggling Claymont renaissance efforts at the old Brookview apt complex. A local tax is now applied to underwrite the Commonwealth / now Capano’s investment in Bob Weiner’s dream DO-It-All one stop shop community of Darley Green.

Capano, of course, came in and bought up the project for pennies on the dollar and then reset the development to more of an apartment complex than a little wee entity of northern, unincorporated NCC.

The ‘regular’ tax payers of NCC did pay for the new Claymont Library at the site and some of the roadways, IIRC.

Malls are dinosaurs. More folks buying on line than in malls. Here we go again, using our tax dollars to bail out these mall owners, time to vote out these cretins while they ignore our State’s citizens are dying from drugs with a lack of treatment options.
