Today is Budget Day

Today we find out Medicaid is to be “reformed?” Will it be reformed by punishing those who need it through the cutting of benefits? Or will it be reformed through the cutting of waste and costs. Governor Markell will release his recommended Fiscal Year 2013 Operating Budget and Capital Improvements Budget today at a press conference at 1 p.m. in the Tatnall Building in Dover.

Next week, the fun starts when the Joint Finance Committee begins the budget-drafting process with hearings on individual agencies.

    The Department of Health and Human Services is getting $1.049 billion from the General Fund. Nearly $22 million of that will go towards funding increased Medicaid costs. We saw no cuts to Medcaid in the Governor’s Budget request, but Ann Visalli, Director of the Office of Management and Budget (OMB) says cost containment strategies will likely be discussed in upcoming Joint Finance Committee hearings.
