Campaign Finance Open Thread

A few of you have already been discussing the campaign finance reports that were due a few days ago to the Department of Elections. There are still quite a few reports missing but use this as a thread to discuss anything interesting that you see.

What I’ve noticed:
State Treasurer
Chip Flowers has raised an impressive $27,000 mainly from lawyers and with a $200,000 loan to himself he’s looking good for cash. Velda Jones-Potter’s finance report hasn’t appeared yet.

Auditor
Richard Korn raised $9400 this year, mostly from business and labor groups.
Ken Matlusky has raised $17,000 this year which looks to be mainly from himself and family but with some individual donors. He’s also listing the names of his small dollar donors. He’s spent almost $19,000! Is he getting the bang for his advertising buck? It looks like he’s spent a lot on radio advertising.

State Representatives
Two primary candidates, Ed Osienski in the 24th and James Maravelias in the 27th have raised a lot of money from labor groups. Osienski raised $13,000 and Maravelias raised $17,000. Osienski’s primary opponent Kay Gallogly has only raised $1000 from individuals with an $11,000 loan to herself.

New Castle County Sheriff
Trinidad Navarro had an eyebrow-raising haul of $33,000, mostly individual donors. Mike Walsh’s finance report hasn’t been posted yet. It will be interesting to see what his looks like.

New Castle County Council
Mike Protack has a decent haul of almost $9000. Interestingly, $6000 of it comes from donors <$100. Janet Kilpatrick has raised $6400. Some of Kilpatrick's donors include Greg Lavelle, Bill Tansey, Citizens for Sorenson, Dick Cathcart and Nick Manokalos. She's definitely the establishment pick. Also I'm checking the qualified candidates site and see a few new names, mostly from the Independence Party of Delaware. For U.S. Senate - Glen Miller For U.S. House of Representatives - Earl Lofland Blue Enigma candidate for U.S. House of Representatives - Jeffrey Brown Beau Biden has his a challenger! Independence Party of Delware's Doug Campbell

    Matlusky lists all his donors, regardless of size, because his records are like a handwritten ledger, noting everything in, everything out.

    How can we expect someone whose campaign can’t use technology to run an office examining computer-based fraud, waste and abuse?

    Someone needs to ask this guy some questions. I have zero confidence that the News Journal will do so.

    Doug Campbell, running against Biden, isn’t an attorney, interestingly enough.

    I’ll be eager to see how many Republicans in this GOP year vote against Beau and for him. Beau may actually have to run a campaign. (Sorry, Joe Rogalsky!)

    Just talked to a clerk at Dept. of Elections in Dover.
    She said 4 candidates had been granted extensions to filing: Potter, Mike Walsh, Dennis E. Williams and Mirto.
    Didn’t know when extensions were granted, or for how long.

    This is a bit like a poker game, and to the extent that one player is wondering what the other holds, you’ve got candidates who have already shown their hands, and their rivals now have additional time to polish their reports. Not saying that’s happening, but if a candidate had made a last-minute pitch for funds, would be nice to have a couple more days to make the entries so your report looks a little stronger.

    Please take note, and keep the facts straight.

    1. Earlier post said 4 candidates had requested and received extensions. Nobody picking on VJP there.

    Here, from the News Journal politics blog:
    Update: State Treasurer Velda Jones-Potter was released from the hospital on Tuesday afternoon and is at home recuperating, according to a staffer.
    From what I can see, VJP may be the only one of the 4 to have a legit excuse. If she’s in the hospital for a day, I can see a one-day extension. I don’t see any excuse for the others.
    But stop crying about giving people a break. We’ve got rules, we’ve got laws — just follow them.

    Surely Velda’s not filling out her report by herself – doesn’t she have “people”?

    The deadlines have been known for MONTHS. There’s no excuse for filing late, short of your campaign treasurer getting hit by a car on his or her way to the post office or fax machine.

    Treasurers, candidates, PAC chairs, etc. can keep the reports on-line, on the Dept. of Elections servers. Even people with hardly any tech-savy like me can do it. It isn’t difficult. But, it does force you to balance everything and report in the right categories. If you file by fax you can fudge all over the place. There isn’t any discipline for fax filers unless somebody from the Dept. of Elections decides to audit the report, and I’m not sure what sort of resources or regulations they have to devote to this. If I were Elaine Manlove, and the regulations permitted, I’d make sure fax-filers were at the top of the list to be audited. Matlusky’s filing is a joke and ought to get some attention.

  14. I heartily agree with anon that Jones-Potter has absolutely no excuse for a delay in filing this disclosure. She was only in the hospital overnight.

    The Delaware State News had a bizarre article about Jones-Potter the other day and how she ended up in the hospital where Nick Adams insinuated that the Flowers’ campaign invented that she was suffering from dehydration when actually that was what WDEL had reported.

    And Nicky boy (who told me that he is not the campaign spokesperson) told the DSN reporter that Velda was released after staying the night for observation and that she would have loved to have debated Chip from her hospital bed.

    I called down to the Dept. of Elections to find out about Velda’s extension and Elaine Manlove told me (on a return call) that Velda had been given until the end of the week to file her report –today’s the day then.

    I also just faxed a FOIA request to the City Solicitor’s Office of Wilmington to get a verification that Velda had a substantial consultant contract with them last year. Her disclosure form with the Public Integrity Commission only showed that she gave herself over 5K via Jones-Potter, Inc: Consultants: President. No mention of the city contract there but it is a reported 40K. We shall see. Her campaign staffer, Jeremy Chris, told me that the campaign would get back to me by this afternoon about the contract verification but I am not holding my breath.

    If you file by fax you can fudge all over the place.

    By doing it with pen/pencil and paper, you can also avoid making the detail of your form internet-searchable, which is why I think it’s generally a skunk move, especially when done by people who have social media footprints, proving they know a thing or fifty about using a computer. Now, I don’t think everyone who does it the old way is trying to keep their info unsearchable, but there are some whom certainly make me think they are.

    Of the 4 who were granted extensions: Reports from Mirto and D.E. Williams have been filed and posted online by Dept. of Elections.
    Nothing up for either Walsh or Jones Potter.

    Flowers gave how much to the campaign? For that office? I don’t think it his cause and money from lawyers is bad money.

    Good for Trinidad. Walsh is toast. Maybe the D’s have a real player in Trinidad.

    Kilpatrick paid her husband the crook Lofink $444? Money from another crook, Roger Roy? The donors for Kilpatrick were GOP legislators who are the reason the state is so messed up. Protack had $$$ from Irene DuPont? RRM Carpenter? Vance Phillips? There is no more establishment than that. There is a debate in Pike Creek next week, can’t wait to see Protack tear her a new one.

    There is no excuse for an extension.

    My Dad refused to visit me during my trial and refused to may for the Masters Degree he got courtesy of the state not to mention all the money he voted to Del Tech, his employer.

    Best of all the same legislator crooks who gave to Janet also agreed My Dad Vince deserved that free education from taxpayers.

    Good ole Bill Tansey who was a Dem until a month before he filed against Rich Abbott and got elected with illegal campaign help from Gordon/Freebery is a real head case.

    What the heck County Council needs another crook, might as well be Janet.

    Why all the personal agendas here? Do you liberals have any way to stop the Council from failing.

    If someone does not put the County on track there are a lot of people who get a government paycheck who are going to suffer badly because the personnel profile of the County is unsustainable. There will be no more tax increases without a revolt.

    Anyone and I do mean anyone who is the establishment candidate has no chance this year, 2010 will be an election to throw the government hacks out. If you work for the state or the county and you are running for office, no way.

  22. Velda got her filing in yesterday. Interesting list includes a lot of out-of-state money. Pam Scott-Paul Clarky pitched in among the other developer industry money listed – probably collected during the Saul Ewing fundraiser.

    Gene Reed dumped a sweet $1,200 out of his 2008 campaign coffers. A bunch of different people all from 307 A Street? Mike Walsh, Helene Keeley and Stephanie Bolden are interesting donors – nothing from their primary opponents. The Wilmington Police/Fire Pension gives political donations? Who knew? I guess it must be a PAC.

    I don’t see any inkind from her husband for the non-stop commercials he is running for her or the hours spent ginning her up on his Sunday cable show. Tsk Tsk. She has self-funded for $80K and spent a lot of it already which doesn’t leave much for the general. I guess the party will start to kick in to whomever becomes the DEM primary victor.

    my guess is that Velda is using a list of Markell donors, which should be expected since he appointed her. How much did WSFS give her, or do all of the full page ads they paid for count as an in-kind contribution.

Many in the party are way less than pleased about the way he carpet-f-bombed a Matt Denn staffer over Matt’s robocall, plus he’s criticizing those who endorsed Velda pretty much non-stop. This is not the way to endear yourself to the party you claim to support. Ask Mike Protack.

    Just passing on what I’ve heard, Nancy. And I’d make the same observation about anyone unnecessarily antagonizing his/her party. If I wanted to bash him at every opportunity, I would have pointed out his absurd press release claiming to have “raised” money he loaned his campaign, instead of praising him for raising $27,000 on his own. I keep hoping he’ll tone down his self-destructive attacks on those who endorsed Velda, because he won’t be able to accomplish much if he pisses off all the people he’ll have to count on the help him. What about all this is so difficult to understand?

    Check the numbers. By any normal reckoning, an incumbent who’s working the governor’s donor lists ought to be way ahead in the money race. VJP isn’t. That mile-long list of endorsements didn’t come with matching checks.
    Geez, hard to fathom your claim that the party won’t get behind Chip after the primary. You think the Dems would rather have Bonini? I can make a case for the media wanting him — for comic relief!

  33. Actually, I absolutely do not hate Velda Jones-Potter. I think her husband is a no-good scammer who won’t lift a finger for you unless there is something in it for him and I saw what he is doing to get his wife elected which amounts to money in his pocket too. And I really dislike their pal, Nick Adams and the way this group along with Tom Wagner has gone around for decades using the Auditor’s Office for political gain.

    Nick is evidently the man on the campaign these days. That is how he was introduced to a friend of mine when the Potters and Nicky boy shared a box at the celebration this weekend for Judy Johnson in Wilmington. He isn’t just the Deputy Treasurer from 9 to 5, he is also a major part of the Velda Team after hours and on weekends. Not to mention answers for Velda to the press in the last few articles I have read about her.

    I can tell you that Chip is burning bridges at an alarming rate. You can believe it or not, as you choose. Ask yourself — is Matt Denn, the governor-in-waiting, likely to welcome somebody who trashed one of his low-level staffers like that, but lacks the balls to confront Matt directly?

    As for whether party regulars will vote for someone simply because of the letter after his name, check with the Republicans on the Mike Protack question. They quite clearly were willing to go down in flames with Bill Lee rather than let Mike Protack carry their standard. Do you really think the Democrats in this state — the ones Nancy has loathed and mocked for years — are above such petty back-stabbing?

    VJP comes with her own set of baggage, mostly with her husband’s initials. She got the job as a political payoff, plain and simple, and tooling around town in a fancy car with state tags isn’t endearing her to Democrats sensitive to the unemployment rate. Which is another reason Chip’s bungling is so depressing.

Velda has dodged debates for months, raised almost no money, has no endorsement from Markell and you seem to ignore this. However, you seem to be only interested in Chip responding to Matt’s robocalls which happened weeks ago. What’s wrong with that picture?

    No one in the party cared about Chip responding to Matt (Matt should not have been involved and it was a unnecessary shot a Chip). Im not saying that Chip should have issued a press release, but I do believe that Chip was well within his right to respond. Why would the Lt. Gov. get involved in this Democratic primary? Oh, that’s right – the last treasurer that had a brain beat the Lt. Governor for the top job. Let’s see, if you were Matt Denn would you be concerned about Chip as Treasurer or Velda as Treasurer? I’m sure that Matt has a “KEEP Velda” sign in his yard!!! I am quite certain that Chip is not scared of Matt Denn. LOL. I would not be surprised if Chip runs for Lt. Gov. against Denn in 2012 if he does win Treasurer. I think Matt made his own bed and now has to sleep in it.

I don’t know a single person that likes the signs, plus her latest mailer with her picture when she was 12 years old was an embarrassment in Delaware politics. Wow, Geezer, since you are ignoring all this, I’m going to have to side with Nancy and have to stop by your place and iphone a picture of your “Keep Velda” sign (by the way, our treasurer (aka, the pre-madonna) missed tonight’s debate in Hockessin to attend a late night cruise with the National Association of State Treasurers. As I was writing my last thread, I remembered that Flowers had said that Jones-Potter had missed tonight’s debate because of a fluff event at the National State Treasurer’s Association conference. At first, I thought it was political spin and I just looked up the conference agenda for tonight:

    Are you serious? She missed the debate in Hockessin for “glow in the dark balls”! On her twitter, she just stated that she was given a position of VP of the Eastern US in this Association. I guess this was given during the glow in the dark balls competition! Maybe she hit the ball the furthest! I hope our tax dollars were spent on this crap!!!

    On a separate note, the Rollins – Urquehart (sp) debate in Hockessin was intense tonight. It was funny watching the Rs beat each other up!

    Here we are with the Chip folks again. It’s actually surprising to see them commenting after hours, since they do most of their shilling for him while work at his law firm. In fact, I heard a rumor that the Commissioner of Elections was looking into Chips report, as there was a report that he was paying Campaign Staff through his law firm to work exclusively on campaign work.

    And btw, velda was not on a cruise you fools, she was actually being named Vice President of the Eastern US for the National Association of State Treasurers. You may have seen the tweet?

    Anon – nice try. Stop lying. Chip has a separate law firm staff (unlike Nick Adams who is our Republican Deputy Treasurer and Velda Jones Potter campaign spokesman). Last time I checked, law firms are staffed with lawyers, not campaign personnel. There is no investigation, except why the hell did our state treasurer need an extra five days to file a report with only $30,000. Seriously, stop trying to make up stuff to spin your candidate. The only investigation that needs to happen is whether Charles is filing his tv show as an in-kind contribution to Velda or did Velda’s City of Wilmington consulting contract show up on her report.

    Stick to the facts, not fiction. Are you saying that Velda was not at the event. Shall we have Geezer verify with the Association tomorrow morning or are you just lying because your candidate dodged tonight’s debate?

    Why don’t you just point out what you have to say without attacking me? Because you can’t. Like the fable about the scorpion, it’s just your nature. You can’t resist the ad hominem attack because it’s what you’re all about.

    I have a lot of experience with politicians who operate by viciously smearing anyone who doesn’t agree with them. Nobody who operates that way will ever get my vote. And before you bring up the legal complaint about Chip that some of Potter’s people spread around to the media, you might want to consider that the original situation doesn’t cover Chip with glory. You might also want to consider that I don’t have to vote for either of these candidates. But I don’t have to tear down Velda — Chip, like Mike Protack, has a coterie of supporters already doing that.

    Really, you sound like nothing so much as a Christine O’Donnell supporter — your opponent is the devil incarnate, but anything your candidate does should be overlooked.

    You attack me because the way Chip is running his campaign can’t really be defended. I have pointed out, repeatedly and directly to him, that his grand plans for the office are unrealistic. You and he have chosen to attack the messenger instead, because he at least knows I am speaking the truth — anyone with a grain of sense knows it. I have no doubt that, were she articulate enough, this is exactly what Karen Weldin Stewart would do.

    So, to recap, Chip Flowers and his acolytes remind me so far of three figures in recent Delaware politics — Christine O’Donnell, Mike Protack and Karen Weldin Stewart. Yes, he’s smarter and more capable than any of them. But that only counts if you ACT smarter and more capable. He has yet to do that.

But your notion that being an incumbent will hurt candidates in Delaware (a state without much taste for Tea) in a primary among Democrats (a party that drinks coffee) doesn’t strike me as very astute analysis. And the election of KWS shows exactly why candidates, especially female ones, should disseminate the most flattering picture they can find, no matter how long ago it was taken.

    On the Chip v. Velda thread; rather than asking which candidate will do the most for party or patrons, why not ask which will best serve the people of the state. I’m interested to know why each is in the race; are they in it to be somebody or to help somebody?

    What a convincing argument. Papering blogs is another sign of a campaign with serious self-confidence issues. And yes, I’m sure the Potter folks are doing it, too.

    Mike: What Democrats should bemoan is that, by fighting over the nomination like two skinny dogs over a bone, neither Chip nor Velda has spent two seconds attacking Bonini, who therefore is free to define himself as some sort of fiscal watchdog. His plans for the office are no more realistic than Chip’s, but of course Chip is in a poor position to point that out. What’s Velda’s excuse?

    Geez, why do we go through this every few weeks. Based upon your comments, I can tell that you have no insight into the Democratic party analysis of this race. You are just speculating and I don’t feel inclined to educate you – some of us like myself have real insight, because we are on the “inside”. Did you really say that female candidates should send a flattering picture of themselves to win votes even if it was taken years ago – I guess you think Sarah Palin should be our VP? That was the dumbest thing you’ve written. Not just sexist, but just plain dumb.

    The more you write, the more I realize that you are not an intelligent person. Comparing Chip to those people is akin to comparing you to George W. Bush – who, sad to say, is much smarter than you – which is pretty pathetic. I don’t need to insult you. I could care less if you don’t like Chip. You have a vote like everyone else. I do care that you try to portray yourself as some insider with keen knowledge, when you clearly are not. Why does it bother you that Chip has supporters? Why does it bother you that the race is competitive? I think Chip is running is campaign just fine and most in the party would agree. Whether he wins or loses this race, almost all in the party (less Velda and Matt – too funny) believe that he will be the future of the party.

  49. What were they saying on WDEL? Was Al Mascitti talking about Matt Denn’s robot calls and the spat between the DEM for Treasurer camps? That would have been the first place I heard any of it outside of Delaware Liberal. I don’t think it is much of a big deal, myself.

    Matt Denn sort of leaves his own trail of slug slime – not well liked outside of party hackery circles.

    Nancy you hate Charles Potter because of Peoples Settlement and your refusal to get Keith Lake fired. Now the PSA is in foreclosure. Potter, Bolden, Shabazz, James Sills and a cadre of good citizens tried to get you and that “board” to do the right thing. Instead you and the board held on until this 100year old institution went down the drain. You have always painted the Potters with a nasty brush, because Charles had the nerve to call you and that board out on your personal failures and failure to protect the community. Any comment you make about the Potters should be viewed as outragously biased.

    Nancy is involved in city, county and state politics, as is her right. But she is not an uninvolved or disinterested participant. I have no hidden agendas — agendas, perhaps, but not hidden ones. Nancy, Matt Denn might not meet your standard for political behavior — given some of your favorites, I’m still stumped about what they are — but he’s quite powerful in the state, and both a sharp-elbowed and smart politician.

    Just as people judged Velda by the attempts to smear Chip with his legal troubles, they can judge Chip by the childishness of his anonymous supporters here.

    I have all the documents if you’d like to see them that establish in fact that Charles Potter and Dennis Williams were on the PSA Board when the agency went into the hole. The independent audit report of 2005 (which I received at my first meeting as a Board member) makes it clear that it was the Board who had failed in oversight over Potter’s and Williams’ tenure to resolve long-standing fiscal liabilities which led to the United Way’s dropping funding of PSA programming.

    PSA is still open and Keith has resigned. So let’s hope for the best for the agency. But, really gizzy, please show me one iota of truth in Charles Potters accusations and investigation demands. Can you show me one finding of the Attorney General to base yours and Charles’ vicious slandering against?     I know a lot of back stories people have been telling about Denn in recent years. So there are definately insiders and outsiders aplenty with some pretty substantial detractions about him much less the reporting on his despicable behavior while counsel for Minner. I wonder how vocal or transparent his detractors will dare to be when he runs for Governor.

  54. People’s Settlement is not in foreclosure, by the way. From what I can gather, the matter was taken in hand and is to be resolved. I do know that there is a tremendous pressure on the powers-that-be from deep pockets Pettinaro who bought the Layten Home on the corner of 8th and Walnut and boarded it up. He wants the entire city block -including the PSA land– to build a high rise.

    And what exactly has Potter done for the Eastside lately, really?

And what I offer is not knowledge, but analysis. I have plenty of people who tell me plenty of things, but that’s not the point — most people have agendas. All of you who have chosen sides — and that’s most people here, from what I can tell — filter what you know and hear through certain lenses. If I were supporting Velda, would I point out the shots people take at her and her husband for slapping a state tag on an expensive car?

    If you can’t discuss politics intelligently, RU, maybe you shouldn’t discuss it at all. And if you think my mild criticism of Chip Flowers is insurmountable, how do you intend to fight Bonini?

  58. VJP comes with her own set of baggage, mostly with her husband’s initials. She got the job as a political payoff, plain and simple, and tooling around town in a fancy car with state tags isn’t endearing her to Democrats sensitive to the unemployment rate. Which is another reason Chip’s bungling is so depressing.

    This is actually quite an interesting angle. I know of at least one Velda campaign supporter who admitted that they were helping the Potters only because they owed Dennis Williams a favor.

    Having read Ginger Gibson’s WHO VOTED HOW In the General Assembly article on Sunday, it is obvious who horse-trades votes in the name of the party the hardest and Dennis is right up there at the top. Dennis has attained a choice seat as co-chair of the money committee (JFC) and to appease the patronage chain, his cousin Potter’s wife was appointed to a then admittedly temporary place-keeper position as Treasurer.

    GiGi over at TNJ reported that Walsh said he’s raised about $20K. So why not file the report, pal? What’s taking so long? Are you too busy personally running those foreclosure sales and serving those subpoenas?

    For the record, I’m not affiliated with any of the other three campaigns, and don’t even live in NCCo. I don’t know either of the Rs running, and Navarro seems like a prick, but I’d support him over an incompetent incumbent any day of the week.

    The $34 clearly refers to Navarro’s first report. He went from $34 to $33,0000.

    Walsh still hasn’t filed.
