WDEL, in its story on Carper’s not-shocking-at-all-to-anyone-paying attention announcement that Senate Democrats will be using reconciliation, WDEL wrote this:
Senator Carper says Democrats will be opting for a rarely used practice to push a health care reform measure through.

He is trying to keep up his cover for not allowing the public option to go through via reconciliation. He will try anything.

I heard that story on with Carper talking about reconciliation and wondered why it was news TODAY.

There are details coming out that
a). McConnell is lying about what the parliamentarian told him (DKos) b). that this IS an unprecedented way to use reconciliation because it is switching horses mid-stream in the initial approach to the bill from a normal process to reconciliation (MSNBC Lawrence O’Donnell this morning)
and c). I believe that all of this is moot because as President of the Senate, Joe Biden has the authority to over ride the judgement of the parliamentarian and take this forward.

In the same period there were about 200,000 bills. I would say that it is rarely used, and every time that it was used was for budgetary matters which is the purpose of it.
