The idea of Medicare is that it is a social program - everybody pays to help take care of our old folks. It's not something you buy. If you have to buy it you can also lose it. If you want to extend Medicare to 55 year olds, just do it and raise taxes to pay for it. A buy-in corrupts the whole concept of Medicare.
