It's absurd that this bunch of volunteers have to do what the state should have been doing all along. DNREC is a sick joke. Time for a major housecleaning. The judge could impose the fine, but also require that they commit -- in writing -- to a cleanup plan to be supervised by the court, with agreed upon additional penalties for no compliance of not meeting schedules or cleanup levels. That is probably too aggressive for any of the local judges (and this really may be too activist), but it seems that what people want is for someone to do the job that DNREC should have been doing -- might as well let the courts do it.
