		<description>Actually it&#039;s $32,500x6304 violations = $204,880,000.   Stick the money into a trust fund to help us regulars pay for cancer, heart disease and asthma treatments.  That&#039;s what we get from burning coal.  And why am I forced to pay my traffic tickets when NRG, Edgemoor and the rest get a free pass from DNREC and the legislature year after year?  It&#039;s absurd that this bunch of volunteers have to do what the state should have been doing all along.  DNREC is a sick joke.  Time for a  major housecleaning.</description>

		<description>The thing that is needed is a compulsory cleanup plan.  The judge could impose the fine, but also require that they commit -- in writing -- to a cleanup plan to be supervised by the court, with agreed upon additional penalties for no compliance of not meeting schedules or cleanup levels.  That is probably too aggressive for any of the local judges (and this really may be too activist), but it seems that what people want is for someone to do the job that DNREC should have been doing -- might as well let the courts do it.</description>
