    UPDATE: Finally someone from the City of Wilmington is taking the floor. Bill Montgomery, Mayor Baker’s Chief Administrative Assistant, is speaking in opposition to the bill. You will recall that no one from the City spoke during the original debate since (my opinion) they knew they had an ace-in-the-hole, and that Minner would veto SB 245.
